FILING A COMPLAINT
AGAINST A DEALER OR CONTRACTOR

You can file a complaint at the federal level with the United States Department of Housing and Urban Development (HUD).

STATE
California has two agencies to whom you can make complaints:

    The first is the California Ombudsman, a division of California’s department of Housing and Community Development (HCD), the state administrative agency (SAA) that handles HUD issues for California.
    The second is The California Contractors State License Board (CSLB) has jurisdiction over licensed and unlicensed contractors for up to four years from the date of an illegal act.

Ombudsman
The Ombudsman, a division of California’s department of Housing and Community Development (HCD), handles the discipline and licensing of manufactured housing dealers in California. From the Ombudsman’s complaint page, download both the two-page form and the two-page instruction manual (see below).

Contractors State License Board (CSLB)
The California Contractors State License Board has jurisdiction over licensed and unlicensed contractors for up to four years from the date of an illegal act. Their complaint procedure is largely designed to allow contractors the opportunity to correct their errors, but complaints can lead to disciplinary action.
